Review of China's garlic export in 2017

  According to 1-11 customs statistics, the export of garlic products in China reached 1.803 million tons, with a value of 3.11 billion US dollars, which increased by 8.8% and decreased by 5.8% compared with the same period in 2016, showing a phenomenon of rising volume and falling price. In recent months, the export volume of garlic has reached a record high. It is estimated that the total export volume of garlic in 2017 is expected to exceed the historical record of 1930000 tons in 2015, reaching a new high. The export of garlic is mainly divided into fresh garlic, dried garlic, salted garlic and vinegar pickled garlic. Among them, fresh garlic and dried garlic are the main export varieties, accounting for 88.6% and 10.6% respectively. In terms of export market, although Indonesia has continuously strengthened restrictions on China's garlic import, due to its huge domestic demand, Indonesia is still the first garlic export market of China, accounting for about 25% of the total export volume. Vietnam and Malaysia ranked second and third.

  In 2017, China's garlic export showed two obvious stages. From January to may, the price of garlic remained high, with an average export price of 2474.6 U.S. dollars per ton and a maximum of 2690 US dollars per ton. Affected by prices, exports continued to shrink, and the volume of exports fell by 8.8% over the same period last year. In June, garlic production has been on the market with a big jump. In June, the unit price of garlic export was only 1291.8 US dollars per ton, which was nearly 1000 US dollars lower than that in May. Therefore, the export of garlic had an explosive growth, and the export volume of that month reached 286000 tons, setting a historical record of monthly export. After that, although the export price recovered slightly, it remained at about 1300 US dollars per ton. Garlic export increased by 22.1% from June to November. If this growth rate is maintained in December, the annual export volume is expected to record a new record.

  The planting area and yield of garlic in China account for 58.43% and 80.86% of the total garlic planting area and output in the world respectively, ranking first in the world with absolute superiority. In 2015, China's garlic yield level was 23 tons per hectare, second only to Uzbekistan and Egypt's 24 tons per hectare and Egypt's 24 tons per hectare. At present, China's garlic export accounts for about 90% of the world's garlic trade volume. Although it has absolute competitiveness in the international market, there are still several problems.

  First, garlic prices are extremely volatile. In 2009, 2012 and this year's garlic price "plummeted", so that the majority of farmers and dealers appeared the phenomenon of high yield but not bumper harvest. In order to obtain the foreign market, many export enterprises sell in the foreign market at a lower price. It is also difficult to compete with garlic distributors in countries that have been industrialized, intensive and large-scale in production organization.

  Secondly, the processing degree of garlic export from China is low, mainly primary products. Garlic and garlic are the main products of cold storage, and the export of high value-added products is less. There are few garlic deep-processing enterprises in China. Even in Jinxiang County, Shandong Province, which is the largest garlic distribution center in China, deep-processing enterprises are still in the initial stage, with small scale and poor technical level, and the proportion of other deep-processing and high-tech products is smaller. As a result, the competitiveness of garlic products in the international market is limited, and the export anti risk ability is weak.

  Finally, garlic export encountered serious green trade barriers abroad. In the fierce international competition market, the testing standards of agricultural products are more and more strict. Plant quarantine has become the biggest potential risk of garlic export in China. Due to the unreasonable use of chemical fertilizers and pesticides by many garlic farmers in China, serious pesticide residues have been found in garlic. A number of countries have put forward specific detection items and detection limits for garlic. There are 124 kinds of garlic detection items in China from EU and 212 kinds from Japan. South Korea strictly limits China's exports to South Korea, EU, Thailand and other countries impose import quota restrictions on China, and Indonesia will also implement a license system for garlic import. These trade barriers restrict the international market space of Chinese garlic to a great extent.
